What is Portugal’s Golden Visa?

Portugal’s Golden Visa Program, officially known as the Residence Permit for Investment (ARI), allows non-EU nationals to obtain legal residency in Portugal through a qualifying investment. Who Can Apply for the Golden Visa?

All nationals of countries outside the EU/EEA/Switzerland may apply, provided they:

• Are at least 18 years old.
• Have no criminal record.
• Possess investment funds sourced from outside Portugal.
• Hold valid health insurance coverage in Portugal.
The initial residence permit is valid for 2 years, with the option to renew.

Family Reunification

Golden Visa holders may extend the benefits to close family members, including:
• Spouse.
• Minor or dependent children.
• Legally adopted children under applicable conditions.
• Unmarried children up to age 25 who are students.
• Dependent parents or in-laws.
• Minor siblings under legal guardianship.

Eligible Investment Options (Law 56/2023)

As of October 2023, the updated legislation has eliminated real estate investments and now
focuses on activities with a greater social and economic impact. Current qualifying
investment options include:
1. Creation of at least 10 jobs in Portugal.
2. Minimum investment of €500,000 in scientific research.
3. Minimum investment of €250,000 in artistic production or cultural heritage
preservation.
4. Minimum investment of €500,000 in non-real estate investment funds, with at least
60% directed to Portuguese companies.
5. Minimum investment of €500,000 to start or expand a business in Portugal, creating
at least 5 permanent jobs.

Required Documentation for the Golden Visa

To begin your application, you will need:

  • A valid passport and proof of legal entry into Portugal.
  • International health insurance or registration with Portugal’s national health system.
  • Criminal record certificates from your country of origin and/or residence.
  • Tax identification number from your country of residence.
  • Signed statement of commitment to meeting minimum investment requirements.
  • Proof of the investment made.
  • Payment of government application fees.
    All foreign documents must be legally certified (apostilled, if applicable) and translated
    into Portuguese.

Investment Options No Longer Accepted

Under Law 56/2023, the following types of investments are no longer eligible:
• Real estate purchases (with or without rehabilitation).
• Capital transfers exceeding €1,500,000.
• Investments in real estate or venture capital funds.
• Direct investment in scientific research for €350,000.
• Capital of €350,000 to start or invest in an existing business.
